Anna Dibba is a barrister and solicitor of the Supreme Court of The Gambia with over ten years’ experience in various sectors of the legal services. She is a member of the Gambia Bar Association and Sierra Leone Bar Association.
She has worked as an in-house counsel at various parastatals in The Gambia. She was previously the Head of Legal and Company Secretary of the National Water and Electricity Company Limited (NAWEC), one of the biggest parastatals in The Gambia, establishing the Legal Unit and representing the company in crucial business transformation projects.
She worked at financial institutions such as the Central Bank of The Gambia and was the board secretary to MegaBank Limited. In the above roles, she was responsible for corporate legal advice encompassing staff employment and labor matters, conveyancing, compliance, consumer debt recovery, tax, drafting policies and procedures and corporate secretarial matters. She lectured corporate law and international law at the University of the Gambia. By virtue of these roles, she possesses in-depth corporate expertise and experience.
Ms. Dibba was at one time the Assistant Registrar of The Gambia Collateral Registry, set up to register security interests in moveable properties and trained staff of the commercial banks in the Gambia on the provisions of the law.
She has significant experience in government relations having worked in state owned enterprises and as a Government counsel for several years.
She has a proven track record in drafting, reviewing, negotiating and managing major and complex commercial contracts and has in past roles negotiated nationally funded and donor funded power and water project agreements, fuel supply agreements, EPC agreements, O&M agreements, spare parts supply agreements, smart meters supply agreements, purchase and installation of software agreements, renewable and non- renewable power purchase agreements and consultancy agreements. She reviewed and negotiated all key Power Purchase Agreements currently supplying electricity in The Gambia, and provided legal advice during the implementation phases, as the legal representative for NAWEC. She is certified by the International Law Institute (ILI) as having been trained in drafting, negotiation and management of contracts.
